Job summary
The Royal Navy (RN) is a highly complex, global organisation with outputs that are fundamental to our national security. The ongoing Strategic Defence Review and the Defence Reform programme will fundamentally challenge the way in which the RN operates within the Ministry of Defence. This role will help ensure that the RN is able to respond to these changes whilst continuing to deliver our fundamental outputs.
The Internal Consultancy Group (ICG) is a small team of business improvement experts (between 5 and 10 civilian and military staff) sat within the Directorate of the Naval Staff. Director Naval Staff (DNS) is responsible for the design and effectiveness of the Navy Command Operating Model, and the ICG team manages this on their behalf whilst delivering and supporting business change and analysis across the Command. This creates a varied portfolio of work ranging from transformation and business change, strategy development, visualisation and presentation, independent review, and workshop facilitation. The team sit outside the day-to-day demands of the HQ and the RN value chain, instead providing discrete resource for high-priority complex project and business change activity across the RN.
The Deputy Head role works in collaboration with ICG colleagues and wider organisational stakeholders to deliver these activities. The role holder will be expected to take a leadership role across the Command, acting as a visible proponent of the Navy Command Operating Model and identifying opportunities for and delivering business change to improve our effectiveness. The project work that they lead will vary according to the demands of the Command, but typically they can expect to be working on two business change projects either within the ICG team or within a multi-disciplinary team drawn from across the organisation.
The Deputy Head must be familiar with a broad range of change and transformation methodologies, able to identify opportunities for improvement, comfortable engaging with senior stakeholders to commission and deliver work, and willing to engage as a leader with complex business challenges. The role holder will need to be willing to work with significant levels of ambiguity and act with agility to refocus their capacity on the highest priorities of the Navy as required by the Hd ICG, DNS or the Executive.
This position is advertised at 37 hours per week.
- Working to the Deputy Director Internal Consultancy Group support the delivery of business change and transformation within the Royal Navy.
- Support Executive decision making through the delivery of independent analysis and advice related to the effectiveness of the Navy Command Operating Model.
- Lead individual change or analysis projects, either with ICG team members, or in multi-disciplinary teams drawn from across Navy Command.
- Build organisational awareness and adherence to the Navy Command Operating Model, identifying areas for improvement and scoping potential change activity to deliver it.
- Support RN work to engage with the Defence Reform programme, ensuring the that Navy Command Operating Model is aligned to the new Defence Operating Model.
- Management of Fast Streamers, interns and secondees when required.
Person specification
The successful candidate should have the following experience:
- Corporate leadership, both within and working outside your immediate sphere. The post holder will also need to demonstrate their experience in being able to lead and energise outside their immediate line management responsibilities.
- Comfortable making evidence-based decisions and recommendations, in fast-moving scenarios, whilst balancing political and financial considerations.
- Project management experience; developing and delivering projects across several business areas. Able to evidence successful delivery when met with projects of high complexity and scale;
- Excellent stakeholder management with a history of building a strong network of relationships at all levels. You will also need to demonstrate your ability to present complex issues to senior leaders.
- Delivery of organisational change and transformation in complex organisations.
- A proven track record of using your knowledge and experience to create and contribute to a culture of innovation and long-term improvement.
- Evidence of building an open and supportive culture in the workplace, with a commitment to improving diversity and inclusion.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
