JOB PURPOSE

The Executive Director, Supervision & Governance is accountable for oversight of supervision activities across Capital Markets in the UK and Europe. The current principal functions of the Supervision & Governance team focus on Equities and FICC markets supervision and surveillance in accordance with standards established by global regulators (specific to this role, UK and European regulators). Although the incumbent will be responsible for assisting the Head of the department in extending the supervision and surveillance activities across all asset classes and regulations globally, there is an expectation to focus on the UK and European requirements immediately.

The role will harness the incumbent’s knowledge of Equities, Fixed Income, FX as well as Listed and OTC Derivatives both on a strategy and trading level combined with regulatory and supervision experience relating to Canada (CIRO and CSA), the US (FINRA, SEC and CFTC) and most importantly, the UK and Europe (FCA, ESMA, etc.) among others.

The incumbent is also responsible for providing oversight, guidance and training to other members of the team in order to achieve departmental goals and objectives in relation to key initiatives and projects. The incumbent must also be adept at understanding regulation and effectively addressing the regulatory risks to CIBC’s trading franchise.

KEY ACCOUNTABILITIES

Equities & FICC activity

  • Daily supervision and near-real time monitoring (some T+1) of all trading activities, including updates to the Department Head.
  • Post trade supervisions reviews:
  • Adhere to requirements as set by UK and European Regulators and Exchanges.
  • Execute detailed focused reviews on specific activity and/or specific clients when indicated using a risk-based approach.
  • Conduct and manage reviews of trade surveillance alerts from various platforms.
  • Ensure supervision & governance policies and procedures comply with applicable regulations to minimize the risk of regulatory violations
  • Ensure appropriate technology tools and resources are in place to fulfill the delegated supervision tasks
  • Prioritize and report to the Department Head on regulatory interactions, review findings, technical incidents & disruptions
  • Electronic trading access client due diligence, as required (in conjunction with business reviews)
  • Controlling trading ID access at marketplace level
  • Reviewing client trading limits and gating controls
  • Assist with governance of margin lending rules implementation and systemization
  • Assessment of technical issues and outages:
  • assess the impacts of outages and recommend actions to the business in real-time
  • As required, assist business with communication plans to clients, marketplaces and regulators
  • Follow up on incidents and track actions to completion

Regulatory Enquiries & Compliance

  • Assist with regulatory and compliance requests and responses, ensuring enquiries are handled timely and in professional manner.
  • Engage clients and internal traders where necessary, providing guidance and education and/or change behavior where indicated.
  • Escalate non-routine regulatory enquiries to registered supervisors and/or the Department Head as relevant.

Audits/Reviews

  • Provide assistance and feedback during internal audit and regulatory reviews
  • Work with stakeholders and the Department Head to remediate any gaps identified during the reviews/audits

Other responsibilities

  • Participate in industry working groups and committees to stay abreast of industry issues and views
  • Assist with vendor relationships related to supervision systems, as required
  • Maintain relationships with regulators and regulatory bodies and stay abreast of ongoing regulatory developments to analyze and assess impact to the business
  • Participate in projects, other initiatives and committees as required by business needs

CROSS-FUNCTIONAL RELATIONSHIPS

  • Maintain effective working relationship with counterparts in the rest of CIBC, including Compliance and Internal Audit, meeting their diverse service requirements, as well as skillfully managing mutual dependencies
  • Liaise on a regular basis with individuals in the various Lines of Business within Capital Markets
  • Maintain strong relationships with regulators and industry peers

COMPLIANCE REQUIREMENTS/RESPONSIBILITIES

  • Work effectively within CIBC’s corporate governance practices and policies (e.g. Risk Management, Finance, Human Resources, Legal and Compliance) to ensure all potential risks are appropriately addressed and that CIBC legal/reputation issues and shareholder objectives are covered, and to promote the firm’s vision, mission and values
  • Ensure adherence to all regulatory and legal standards appropriate to the business
  • As an employee of CIBC, the incumbent must comply with all applicable CIBC and Line of Business policies, standards, guidelines and controls.

KNOWLEDGE AND SKILLS

  • Minimum 7 years working experience in Capital Markets, in a similar or related role, including Compliance and Trading experience
  • Strong capital markets/trading (specific to Fixed Income) product knowledge, including cross asset experience (Rates, FX, Derivatives)
  • Strong understanding of Capital Markets regulatory environment, including global regulations
  • Understanding of trading and trading supervision systems
  • Strong analytical skills
  • Excellent communication skills, including strong negotiations skills, as the position will involve a significant volume of ongoing communication with lines of businesses and infrastructure groups
  • Strong relationship building skills
  • Ability to learn quickly
  • Ability to work on tight timelines, in a high paced environment
  • Strong interpersonal and networking skills
  • Industry Courses and/or CFA an asset

WORKING CONDITIONS

  • This role operates within a normal office environment with little exposure to adverse working conditions;
  • Open concept trading floor environment with exposure to noise and distractions;
  • Often required to work beyond normal business hours and under tight deadlines;
  • Required to make frequent decisions in a fast paced work environment.
